This method is only available for paid accounts. As a F2P, your only options are contacting support, or upgrading with the expansions (which gives one free transfer, as well as the ability to transfer by paying a fee or deleting all characters).
Unlike other games, in GW2 you join a server with your whole account. This means you can't have different characters (called toons by most people) on different servers.
